The Manager, Contract Administration & Compliance, is a key role supporting Thomson Reuters' federal and state government contracting activities. This position requires a knowledgeable and proactive person to take ownership of all activities related to contract management and compliance activities for our key federal and state government contracts. The successful candidate will have a strong background in state and federal government contract administration and compliance activities specifically related to the federal agencies General Services Administration (GSA) and the Federal Library and Information Network (FEDLINK), as well as state master services agreements (MSAs). The successful candidate will also possess the ability to advise management on industry standards, policy/program development, and additional contracting opportunities. This position will work very closely with colleagues across various departments including general counsel's office, sales channels, and segments (government, legal, print and tax & accounting), finance, and various enabling functions. Must be comfortable communicating across all levels of our organization and leading projects across various departments. About the Role In this opportunity as Manager, Contract Administration & Compliance, you will: Manage contract administration activities including annual pricing reviews, contract updates, contracting vehicle initiatives, and recordkeeping. Manage contract compliance activities including oversight of timely federal contract reporting and fee payment requirements, timely state government MSA contracts reporting and fee payment requirements, and internal/external compliance audits. Work closely with customer contracting team within general counsels and segments to provide procurement advice and contract interpretations, product offerings and pricing to ensure regulatory and contractual compliance. Provide training to internal stakeholders related to government contracting compliance, and other trainings as appropriate. Advise internal teams regarding regulatory, contractual, and internal policy compliance requirements. Support the ongoing evolution and execution of the overall government contracting program, including alternative and additional contracting vehicles. Partner with Office of General Counsel and Chief Compliance Office on administration of Thomson Reuters' Government Contract Compliance Policy including trainings, maintaining Policy and FAQs, and answering government contract compliance questions from internal stakeholders. Other duties as assigned. About You You're a fit for the role of Manager, Contract Administration & Compliance if your background includes: A minimum of a bachelor's degree. Demonstrated people leadership and/or supervisory/management experience. 3+ years of experience in government contracting with a law firm, corporate legal department, or government agency. In depth knowledge of government procurement/contracting laws, rules and regulations including, but not limited to, commercial items contracting requirements, Federal Acquisition Regulations (FAR), and Defense Federal Acquisition Regulations (DFARS). A thorough understanding of the requirements of government regulations. Experience engaging with government contracting officials, system integrators, prime contractors, subcontractors, and resellers. Provide training to internal stakeholders, related to government contracting compliance, and other training as appropriate. Can demonstrate ability to interpret, analyze, and organize detailed compliance and legal materials, have excellent attention to detail; and have an aptitude for problem-solving. Can plan, organize, and manage multiple projects and to adapt the workload to changing priorities. Can establish and maintain productive internal and external business relationships. Can demonstrate internal and external negotiation skills. High level of initiative and ability to perform in a fast-paced, matrix envi onment. Excellent communications skills (verbal and written). Possess a high level of integrity and professionalism. Excellent PC skills and comfort learning new software solutions. High level of skill with SAP, Excel, PowerPoint, Word, SharePoint, etc. NICE TO HAVES Excellent problem solving and decision-making skills that support accomplishment of discipline objective to resolve complex problems and minimize risk to the corporation. Ability to work independently and make independent decisions, ensuring high levels of collaboration with stakeholders and subject matter experts.
